About the role:
Vumilia Africa, in collaboration with the National Housing Finance Corporation (NHFC), is seeking a suitably qualified and experienced professional for the position of Business Continuity Officer.
An exciting opportunity is available for an accomplished Business Continuity Officer to lead the development, implementation and ongoing management of NHFC’s organisation-wide Business Continuity Management programme.
Reporting to the General Manager: Enterprise-Wide Risk Management, the successful candidate will play a critical role in strengthening organisational resilience, regulatory compliance and operational continuity. The role includes responsibility for Business Continuity Management, ICT disaster recovery, policy development, simulation exercises, awareness programmes, and reporting to Executive Management and relevant Board Committees.
Key Responsibilities:
The successful candidate will be responsible for:
- Developing and maintaining BCM policies, frameworks, guidelines, procedures and plans in line with recognised standards and leading practices.
- Implementing and managing the organisation’s BCM programme, including ICT disaster recovery.
- Monitoring, evaluating and reporting on the implementation and effectiveness of the BCM programme.
- Conducting business impact analyses, identifying continuity risks and recommending appropriate mitigation measures.
- Developing corrective action plans for identified gaps and providing guidance on resolution and future prevention.
- Facilitating BCM training, employee awareness programmes and simulation exercises.
- Preparing monthly and periodic BCM reports for Executive Management and relevant Board Committees.
- Reviewing the BCM programme in response to legislative, regulatory, operational and organisational changes.
- Advising management on BCM-related regulatory requirements and operational resilience.
- Ensuring that applicable BCM standards, policies and procedures are consistently implemented and adhered to.
- Developing institutional communication and awareness material relating to compliance and business continuity.
Mandatory Requirements
Applicants must meet the following requirements:
- A bachelor’s degree or equivalent qualification in Business Continuity Management, Business Administration or a related discipline; or
- A National Senior Certificate, supported by at least 10 years’ proven experience in implementing BCM, together with ISO 22301 certification.
- A minimum of 10 years’ practical experience in Business Continuity Management.
- Demonstrated experience in implementing BCM within a state-owned entity or public-sector environment.
- Membership with the BCM Institute is required. IRMSA membership will be an added advantage.
- Strong working knowledge of Business Continuity Management standards and protocols, including ISO 22301 and internationally recognised BCM practices.
- Sound understanding of the Public Finance Management Act, National Treasury Regulations and other applicable public-sector legislation.
Preferred Certifications
One or more of the following certifications will be advantageous:
- ISO 22301 Certification
- Business Continuity Certified Expert
- Business Continuity Certified Planner
Required Knowledge and Competencies
The ideal candidate should demonstrate:
- Extensive knowledge of Business Continuity Management and operational resilience.
- Experience in developing and implementing BCM policies, processes, procedures and plans.
- Strong analytical, monitoring, evaluation and problem-solving abilities.
- Knowledge of corporate governance and risk management principles.
- Experience in preparing reports for executive and board-level governance structures.
- The ability to facilitate BCM training, awareness initiatives and simulation exercises.
- Understanding of operational risk, business process improvement and control frameworks, including COSO, COCO, ISO, ITIL, CMM and COBIT.
- Excellent written and verbal communication skills.
- Sound judgement, professionalism and the ability to work independently on matters of significance.
